Service requests
An undertaking wishing to carry passengers, mail and/or cargo by air for remuneration and/or rent must submit an application to the Ministry of Transport, which is requested to initiate the licensing process in accordance with Regulation 1008/2008.
Taking into account Section 57.2 of the Law On Aviation, the application shall be accompanied by the following information:
the name, personal identity number, place of birth, passport or ID data and CV of the owner of the company;
the name, surname, personal identity number, place of birth, passport or ID data and CVs of the true beneficiary of the undertaking;
the name, surname, personal identity number, place of birth, passport or ID data and CV of the person who will lead the business for a long time.
In accordance with Part 1 of Annex I to Regulation No 1008/2008, the company shall submit the following documents and information:
The most recent internal management statements and, if available, audited accounts for the preceding financial year;
A business plan for the next three years;
The planned balance sheet, including the profit and loss account, for the following three years;
Justification of planned expenditure and revenues in numerical calculations for items such as fuel, air transport charges and air fares, wages, operation, depreciation, exchange rate fluctuations, airport charges, air navigation charges, costs of services provided at airports, insurance, etc. Transportation/income forecasts;
Details of the costs of initiating the operation between the submission of the application and the start of the operation and an explanation of how these costs will be covered;
Details of existing and planned financial sources;
Details of shareholders, including their nationality and type of shares owned, as well as the articles of association. Where an entity is part of a group, information on the relationship between the group's companies;
A statement of the planned cash flow and liquidity plans for the first three years of operation.conformity assessment
The application shall be registered and directed to the responsible employee of the Transport Ministry's Aviation Department. The responsible officer shall assess the compliance of the undertaking with the requirements laid down in Regulation No 1008/2008, as well as compliance with the conditions of Regulation No 833/2014 and Article 57.2 of the Law on Aviation.issuing or refusing a licence
A letter is sent to the company by e-mail, signed with a secure electronic signature stating the decision taken.
The air transport licence shall be issued by the Director of the Aviation Department in the presence of an authorised representative of the air carrier.
