The Road Transport Administration has announced a market survey, as required by the EU regulatory framework, to find out the interest of railway passenger carriers to operate in Latvia. This is the first time such a survey has been conducted in Latvia.
The survey of the railway transportation market is carried out for the entire segment of domestic railway passenger transportation in Latvia, respectively, for the interest in providing public transport services on electrified and non-electrified railway lines. It also includes railway lines where the service is to be supplied by battery-powered trains. At the same time, an interested service provider may submit a tender for the provision of the operator services both for the whole volume, that is, electrified and non-electrified lines, and only for certain segments such as only electrified or only non-electrified lines, as well as for separate railway lines and routes.
The market survey is conducted for the term of the service provision agreement for 10 years, with the services to be provided starting 1 January 2025.
A tenderer must be a professional service provider licensed as a railway undertaking, with at least five years’ experience providing public transport services on railway lines and positive performance results approved by a passenger satisfaction survey and passenger satisfaction index of at least 80%.
Market survey is conducted according to the EC Regulation No 1370/2007 on public passenger transport services by rail and by road. Information notice on rail market survey has been published in the Official Journal of the European Union. Applications must be submitted by 14 April 2022.
