As of Friday, 25 February 2022, vehicles and drivers registered in Ukraine and Moldova do not need to apply for international road transport permits to cross Latvia.

The Ministry of Transport has sent a letter to the Ministry of Foreign Affairs, the Customs Board of the State Revenue Service, the State Police, and the State Border Guard with a request to allow trucks and buses registered in Ukraine and Moldova to cross Latvia without additional formalities.

This step will allow Ukrainian and Moldovan vehicles located in Russia and Belarus to return to their home countries faster and without unnecessary formalities. Information on the simplified procedure has already been published on the website of the Ministry of Infrastructure of Ukraine so that carriers know what to do.

Both Ukrainian and Moldovan road hauliers have difficulty returning along the usual routes due to the Russian invasion of Ukraine and the movement of troops, so other options are being sought and one of them is a transport corridor through Latvia and further to Lithuania.
